I. brief introduction of coal chemical industry

coal chemical industry is an industry that uses coal as the main raw material to produce chemical and energy products. It has the characteristics of technology, capital and resource intensive, involving coal, electric power, petrochemical and other fields. It consumes a lot of energy and water resources, and has high requirements for resources, ecology, security, environment and social supporting conditions. Coal chemical industry can be divided into traditional coal chemical industry and modern coal chemical industry. Traditional coal chemical industry mainly includes synthetic ammonia, methanol, coking, calcium carbide and other sub industries; Modern coal chemical industry is an industry that mainly produces oil substitute products, mainly including dimethyl ether, coal to oil, coal to olefin, coal to natural gas, coal to ethylene glycol and other products

at present, modern coal chemical industry is still in the demonstration stage. Most projects are under construction and have not yet formed industrialization. Since this year, the economic operation of the traditional coal chemical industry has shown the following four characteristics:

first, the production of some products has resumed. In January this year, 314million tons of coke were produced, an increase of 8.2% year-on-year; 10.22 million tons of refined methanol, a year-on-year decrease of 1.9%; 46.87 million tons of synthetic ammonia, a year-on-year increase of 3.6%; 13.74 million tons of calcium carbide, a year-on-year increase of 4.7%

second, some prices fluctuated at a low level. This year, the methanol price has always fluctuated within the range of yuan/ton. The monthly average price is 1935 yuan/ton, a year-on-year decrease of 42%; The average monthly price of calcium carbide was 3005 yuan/ton, a year-on-year decrease of 16.57%

third, the import of some products increased sharply and the export decreased. In June, China imported 4.936 million tons of methanol, a year-on-year increase of 362%, and exports decreased by 97.4% year-on-year; Coke export was 477000 tons, a year-on-year decrease of 96%

fourth, the operating rate of some products is low. According to the capacity of China's synthetic ammonia, methanol, calcium carbide and coke in 2008, which were 61million tons, 26.53 million tons, 20.5 million tons and 40 million tons respectively (the capacity of coal based synthetic ammonia accounted for 80% of the capacity of synthetic ammonia), the operating rates of the above four products in 2009 were 83.8%, 42%, 73% and 86% respectively

II. Main contradictions and problems

1. Structural surplus in the traditional coal chemical industry

China is the largest coal chemical producer in the world, with many types of coal chemical products and large production scale. The output of coal to synthetic ammonia, coal to methanol, calcium carbide and coke has ranked first in the world, and it is also the only country in the world that produces PVC on a large scale by using calcium carbide process. Since this year, the main reasons for the low operating rate of some traditional coal chemical industries in China are: first, overcapacity; Second, the comprehensive competitiveness is not strong; Third, a large number of imported products were impacted by low prices. In January this year, the number of imported methanol increased by 3.6 times, accounting for about 48.3% of China's methanol output, while the import price decreased by 49.1% year-on-year, and the unit price of exported products decreased by 42.4% year-on-year

2. Lack of overall planning for industrial development

coal chemical industry is an industry that consumes energy and water resources. Compared with petrochemical industry of the same scale and Tianze natural gas plant that should clean the oil delivery valve, it has high energy consumption, three wastes discharge and high investment intensity. At present, the contradictions and problems accumulated in the long-term extensive development mode of China's traditional coal chemical industry are relatively prominent, with serious low-level repeated construction, unreasonable raw material route, high energy consumption and small average scale of units; In addition, some coal rich areas ignore the carrying capacity of resources, ecology and environment, make blind planning and scattered layout, and there are potential risks in the regional ecological environment

3. The contradiction with water resources and environmental protection intensifies.

China's coal resources are mainly distributed in the arid and semi-arid areas of the central and western regions, where water resources are scarce, the ecological environment is fragile, and the allocation cost of industrial development factors is high. In some areas, due to the over exploitation of groundwater, the surface rivers are cut off, the water wells are dried up, and the groundwater level drops, resulting in the difficulty of drinking water for people and animals. The contradiction between the rapid development of coal chemical industry and the protection of regional ecological environment is more prominent

4. The production and marketing of coal chemical products are separated in space, and the logistics pressure is high.

the new capacity of coal chemical products in China is mainly distributed in the central and western regions. Affected by the unbalanced regional economic development, the local market capacity is relatively small. The main market is in the eastern coastal areas, and the production and marketing regions are divided. Most liquid or gaseous coal chemical products are toxic, flammable and explosive. Long distance transportation faces transportation capacity, logistics cost and safety problems

5. The development trend of modern coal chemical industry tends to overheat

coal to olefin, coal to oil, coal to natural gas, coal to ethylene glycol and other projects are in the construction stage of industrialization demonstration projects. Due to the high investment and high risk of modern coal chemical projects, it is necessary to make a comprehensive summary, evaluate the progressiveness and reliability of technologies, determine resource consumption indicators, and assess economic benefits after the demonstration projects are put into operation, And in the case of high coal price difference, we can study the problems of popularization and application. Therefore, the modern coal chemical industry demonstration project should not be too many sites. However, at present, the local governments in some coal resource producing areas unilaterally pursue the speed of economic development, ignore the reality that the ecological environment, water resource carrying capacity and modern coal chemical technology are still in the demonstration stage, do not pay attention to energy conversion efficiency and full life cycle energy efficiency evaluation, and do not analyze the market and competitiveness of coal chemical products, so there is a situation of being eager to carry out the construction of industrialization projects, Blind planning and layout of large-scale modern coal chemical projects

III. implementation

according to the spirit of GF [2009] No. 38 document and in combination with the actual situation of the current development of coal chemical industry, in order to further strengthen and improve the industry management, the Ministry of industry and information technology and relevant departments have carried out or are carrying out the following main work:

1 Eliminate backward traditional coal chemical production capacity the Ministry of industry and information technology revised and issued the coking industry access conditions (revised in 2008), raised the coking industry access threshold, and announced the list of enterprises that meet the industry access conditions. According to relevant requirements, it is planned to eliminate 80million tons of backward coke production capacity during the Eleventh Five Year Plan period. Up to now, 82.54 million tons have been eliminated, and 2.54 million tons have been overfulfilled

according to the published access conditions for calcium carbide industry (revised in 2007) and the target requirements of eliminating 2million tons of backward capacity of calcium carbide during the Eleventh Five Year Plan period, up to now, 2.87 million tons have been eliminated, and 870000 tons have been overfulfilled

according to the relevant spirit of GF [2009] No. 38 document, in order to curb the excess capacity of coal based synthetic ammonia and optimize the industrial structure of chemical fertilizer, the Ministry of industry and information technology has organized relevant units to carry out the research on the access conditions of synthetic ammonia, and plans to complete the draft for comments in the first half of next year

in addition, in order to promote the elimination of backward production capacity in traditional coal chemical industry and promote energy conservation, consumption reduction, safe production and cleaner production in the industry, the Ministry of industry and information technology will work with relevant departments to study how to comprehensively apply standards such as energy conservation and environmental protection, raise the industry access threshold, strengthen cleaner production audit, implement differential electricity prices, establish an exit mechanism, improve and implement supporting policies, accelerate the elimination of backward production capacity, and promote industrial upgrading

To guide the healthy development of coal to olefin industry, in accordance with the relevant requirements of the leaders of the State Council, the Ministry of industry and information technology organized relevant units to carry out the research on the national coal to olefin productivity layout planning. First, in the first half of this year, scientific researchers completed the mid-term evaluation of the medium and long term development plan for ethylene by establishing relevant models; Second, in-depth study on the development of olefin production by global oil routes; Thirdly, in combination with the ongoing research on the 12th Five Year Plan for the development of petroleum and chemical industry, the competitiveness of coal to olefins has been carefully analyzed, and the total target for the development of China's coal to olefin industry has been put forward. On the basis of comprehensive consideration of coal resources, water resources, environmental capacity, development of related industries, transportation, ecological environment and distribution of petrochemical resources in various regions of the country, the layout plan of domestic coal to olefin productivity will be proposed to coordinate the development with coal, petrochemical, electric power and other related industries

3. Coordinate and guide Shenhua coal to olefin national demonstration project in order to open up the whole process of coal to olefin, coordinate and solve major problems in the process of industrialization, and steadily promote the implementation of oil substitution strategy, the Ministry of industry and information technology is carrying out the coordination and guidance of Shenhua Baotou coal to olefin demonstration project. On the basis of fully learning from the successful experience of coordination and guidance of linkage commissioning of Shenhua coal direct liquefaction demonstration project and listening to the opinions of all parties, the work plan for coordination and guidance of Shenhua coal to olefin project was determined, the establishment of the coordination and guidance group of Shenhua coal to olefin project was completed, and the work objectives, tasks, division of labor and working mechanism of the group were defined. 4. Support enterprise technological transformation

5. Strictly control the blind growth of production capacity

in accordance with the requirements of GF [2009] No. 38 document, strictly implement the coal chemical industry policy, curb the blind development of traditional coal chemical industry, stop the approval and construction of coke and calcium carbide projects that simply expand production capacity or do not meet the access conditions in the next three years, implement large pressure and small capacity replacement for synthetic ammonia and methanol projects, and strengthen the supervision of land, environmental protection and finance, Resolutely put an end to illegal project construction. For modern coal chemical projects, no new pilot projects will be arranged in principle in the next three years

6. Implement the accountability system

strengthen the supervision over the construction of coal chemical projects in violation of national land, environmental protection laws and regulations, credit and industrial policies. If the illegal projects cause major losses to national interests, the relevant responsible comrades shall be held accountable in accordance with the provisions of the Interim Provisions on the implementation of the accountability of Party and government leading cadres (ZBF [2009] No. 25)
